Finger tip problem

For the past month or so, the tip of my ring finger on my left hand has been dry, cracked and peeling. I thought once the skin peeled away, new skin would grow in and everything would be fine... but it hasn't. I have feeling in the finger, but its very sensitive, especially to hot and cold now.
I do not have health insurance at this time and really can't afford to see a dermatologist so any advice anyone could provide I would truly appreciate.
I've been putting A & D ointment on it the past few days, but that only keeps it moist, it does not solve the problem. I'm not sure if it's a type of fungus or what?
Please help if you have any suggestions!
