This could be just due to the friction caused by the rubbing. In medical terms it would be called non-specificdermatitis.
You can apply a menthol/camphor based cream on the affected area and also take some non-sedating anti-histamine like Loratidine.
You can apply an anti-septic cream alternatively if it does not subside.If you refrain from further irritating the raea, the healing will be faster.
