Can fordyce's spots occur later in life? I'm 25 and have similar looking bumps, but they might be genital warts.

It would be difficult to assess without having a look at the lesions.
Fordyce's spots are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the glans, shaft or scrotum. They are harmless and appear in most adults, so there is no reason to panic. They may occur as a solitary lesion, but frequently appear in crops of 50 to 100. They are painless and not itchy. They generally cause embarrassment and sometimes fear that they might be sexually transmitted. They are not infectious and their cause is unknown. Generally no treatment is advised but laser or electro-dessication methods are sometimes employed.
Genital warts are caused by the human papilloma virus. These warts generally spread through direct skin-to-skin contact.
The most common is through sexual contact (during vaginal, anal and oral sex with someone who is infected). The other methods of transmission include spread from mother to child during birth (vertical transmission); self inoculation from one part of the body to another and through fomites (i.e. from objects like bath towels). Treatment options such as surgical removal or removal by freezing (cryotherapy), burning (electrocautery), laser treatment, immunotherapy or some vaccine treatment are available. Unless warts are very large and uncomfortable, surgical removal or aggressive laser surgery to remove the warts is generally avoided. In any case you should not attempt to remove a wart yourself by cutting, tearing, picking, or any other method.

They may bleed if injured or even during intercourse.Hair follicles and pearly penile papules appear similar to Fordyce spots.
Genital warts are a sexually transmitted condition caused by the human papilloma virus (HPV). Genital warts can be flat with stalks, or cauliflower-like. They can appear on their own or in groups.
I feel that you should get a consultation of a dermatologist to differentiaite whether it is Fordyce spots or genital warts in your case as without examination,it is very difficult to confirm a diagnosis.If it is genital warts,then definitely treatment is needed.
