Genital Bumps

Not really sure what topic this should go under, but my boyfriend and I have been sexually active for quite some time. He has some bumps around the base of his penis that are very small and match his flesh color. They are all about the size of moles, and in all reality look like moles. He said that there are more now than there was a year ago, but they are all in that region. There is no pain, itching, burning, nothing but the mole-like bumps. He wasn't really concerned except that there just was more of them than there had been previously. He even thought maybe they could be from sweating...? I told him to go ask a doctor, but he is too prideful and embarrassed to go investigate that region of his body, so I figured I'd ask you guys. I have no signs of them, and he's had them since we became active. So I guess my general question is what are the bumps? My assumption just through research I have done, is that they are not warts or herpes, but I can't find an answer to anything else they could be. Any information would be very helpful. I would love to put his mind a ease, as well as mine.
