Genital Herpes?

So I found a small lump maybe 1 mm wide on my testicles, right where my penis sits on top of it.  At first I thought it was a hair follicle that got infected, but it turned into a blister type thing. I took a shower and the skin fell off and now it's a small raw skin piece.  I have had no other symptoms, I am not sick, nor nauseus or anything. It did not hurt, and it was a single blister type thing.  

I'm on vacation right now, and I've been swimming alot with normal shorts and underwear, I was wondering if that can cause this?  The day before this showed up I swam in the ocean than walked around for about 5 hours with wet underwear and shorts on.

I was tested 1 year ago for all STD and came up clean. I had 1 sexual partner with whom I've had unprotected sex.  Lately I had protected sex with 1 person, and received a handjob from someone else, and some light petting with another girl, we kissed and I fingered her. If I have herpes, so be it, and I know that it can be dormant, but is it possible to catch herpes from a handjob?  She played with muy butthole too.

This does not sound like herpes.  It sounds like irritation or a cyst that became inflamed.  If you caught herpes from your recent contact (which would be unlikely, because she presumably did not have a herpes sore on her hand), you would have high fever, swollen glands, and be unable to walk.
