Genital Lump; in grown hair, or something serious

I developed a lump on the lower part of my penis shaft approximately 2 weeks ago.  The lump is cyst like (no head or crustation).  I have had warts on my hands before and this looks nothing like it.  From what I have read, the description of genital warts varies depending on who you ask.  I do trim the hair on my genitals with an eletric trimmer and an ingrown hair is a possibility.  What is the typical time line for an ingrown hair to run its course?  Is is possible to have genital warts that are not fleshy and irritable? I have not had sex for a few months and I always use protection.  Is a dermatologist an appropriate doctor to visit regarding this issue?  Thank you very much for your help.
