Genital Warts, Skin Tags, or something else?

Hi, I'm hoping a professional on here can help me. I'm a 33 year old straight male. I've been getting skin tags on various parts of my body the past few years, which is no big deal. However, I noticed one near my penis a couple of weeks ago. I figured at some point I'd cut the skin tag off myself like I've done before, but then I noticed some more growing in the same area, so I decided to go see my primary care doctor. She also thought they were skin tags, but one was somewhat "rougher" than the others, so she said we should just remove them. She doesn't do that sort of thing though, so she called in another doctor (not a dermatologist) to do it. He said they were definitely genital warts and removed them. They advised against a biopsy test because it would cost me hundreds of dollars.

Before going in I took some close-up macro pictures of them. Most of them came out too blurry, but one or two came out pretty good. I've attached one to this post. I've looked at pictures of genital warts online, but all of those have a cauliflower look to them. This looks a bit different from anything I've found online so far, especially with those red dots on it.

So my question is; can you please help identify this, and/or confirm the genital warts diagnosis to the best of your ability with this picture?

From the pictures they don’t look like genital warts or skin tags either. It is very difficult to confirm anything without examination but if it appears the next time, then please get an evaluation and maybe a biopsy skin to confirm the diagnosis.

Thank you so much for your help Bhupinder Kaur. I asked both doctors at the time if they thought it was maybe molluscum, but both of them said it is definitely not. I very recently found what may be another one (just one this time), but actually I'm not sure if it's that again or just something like an ingrown-hair. I have an appointment tomorrow to find out. I really wish I knew with certainty what this is, I'd do the biopsy test but as I said in the first post it will cost hundreds and I sadly don't have that kind of money. Do you have any guesses as to what it might be? I realize it will just be a guess and in no way an accurate diagnosis due to lack of information (in person examination, biopsy, etc.). I'd just like to have another possibility to mention to the doctors to get them thinking more about what it could be.
