Genital Warts? Folliculitis? Skin tag? or something else?

I'm 25, and sexually active (although not in the past month). The girl I was sleeping with found out from her doctor that she had HPV.  In a further self-exam about a month ago I found a few tiny (aprox 1mm) flesh colored raised bumps, at the base of my penis shaft.  I went to my regular doctor and after a brief exam he said he believed it was Folliculitis.  I went home and did some internet research and saw pictures of folliculitis, and I thought it did not look like what I had.  
I've been monitoring my bumps for the past month, they have not changed at all in shape, size, color, or multiply. I probably have aprox 10 bumps total.
Considering the possibility they are warts, I tried putting some household vinegar (5% acidity) on the warts.  I tried it a couple of times.  There was no visible reaction, and no color change.
Here are a couple of links to some close up pictures I have taken of the bumps. I am curious as to the red blood vessels that are apparent, as I haven't seen any genital wart pictures on the internet consistent with those.

Do you think I should be worried about these? What is your opinion on what this is, does it look like folliculitis, or an STD?

They do not look likie folliculitis, but I can't tell from the photos whether they are warts.  To get aq propoer diagnosis, you will need to show them to a doctor in person, preferably someone with expertise in this area or the ability to perform a skin biopsy if necessary.  Vinegar tests are not helpful, as they can be 'positive' when there are no warts.  If these are warts, you didn't get them from your recent girlfriend, but more likely from a partner some time ago.  But first get them diagnosed in person, not on the internet.
