Genital shaving irritation

All,

I shaved the base of my penis shaft a month ago and have consistently had low level razor burn since then.  I did have protected oral receptive sex, but it is unlikely this is an STD.  It is irritation at the area shaved ONLY and on existing fordyce spots I have had forever.

While it is possible this is Molluscum contagiosum (but the bumps are simply the existing fordyce spots I've always had), herpes (unlikely as there are NO visible herpes lesions, and even then the itching would go way after a while), or syphilis (again NO visible lesions, just the original fordyce spots).  

It is likely skin irritation (folliculitis?) from the shaving.  Since it has been consistent for quite a while.

1. Is this folliculitis?
2. What is the next step?  Do I visit a dermotogist?  Will a GPractioner be able to help?  
3. Is there an over the counter solution?

Hello,
From the symptoms it can be folliculitis because there is a history of shaving. Folliculitis is the inflammation of one or more hair follicles. The condition may occur anywhere on the skin.

Folliculitis starts when hair follicles are damaged by friction from clothing or blockage of the follicle like after shaving. In most cases of folliculitis, the damaged follicles are then infected with the bacteria Staphylococcus (staph).

Keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as Bactroban or neomycin containing ointment are also useful. In case the symptoms persist then oral antibiotics may be needed. Please consult a dermatologist in that case.
