Genitial warts??? Really confused...

For the past 4 months I have this white/skin colored batch/blotch of skin on the head of my penis which is about 1 cm by 1cm (right side, top). It seems slight raised but is hard to tell. I have looked at images of gential (genital) warts and it doesn't really look like anything I have seen. I have tried hydrocortisone and it doesn't seem to be doing much in helping the situation.
The most interesting part about this batch is in the shower, water tends to bead on it. I have no idea what it is?

Well, it's not warts.  Warts are bumps, not patches, and for dome reason they rarely affect the head.

Possibilities?  Eczema, psoriasis, or some other rash.  You may need a stronger cream than what you can get over-the-counter.  Why not see a doctor, so you can get a specific diagnosis and treatment?

i am 16 and have never had sex. and i have these tiny white things they look like spots but they are not excreting ne thing.they are almost like little white scars but thye can be felt and seen sligthly coming off the surface of the skin because of their height not because they are going away.these are located on the back of my penis just slightly under the glans (glands) by about half an inch. i dont no what they are ad its hard to describe them. ive had them for bout maybe 2 years but ive only really started to pay attention ot them in the last year or so for some reason.id rather not go to see a doctor if possible cos id feel very nervous.  


             please can someone write back and help me.
