Growth on shaft

Before i explain i want to state that i started shaving my shaft right before having sex with is girl.  A few months ago after having sex, the very next morning i got a redish kind of rash.  A few weeks later it turned into bumps on the shaft of my penis.  It is in a line pointing straight up to my head of my penis.  It is about the same color as my skin with a little darker base (but not that much darker).  When i tryed to pick at it it would bleed.  I applied neosporin to it about a month ago every day and it seemed to get better.  My current girlfriend had a papsmear a little longer then a month after we started having sex (unprotected) and came back with the results negative in HPV and anything else.  I am still worried that i might have it and that it didn't show up on her tests yet.  It has been 3 months since we first had sex and nothing has shown up on her. My questions are:

   Would neosporin reduce the warts effect on my penis?
   Could this be something else besides warts?
   What do warts actually look like (color)?
   Could these symptoms be because i shave the shaft of my penis?
   And if there is anything else you can let me know about what this could be and/or if it is warts i would appreciate it.

No.

Yes, they could be blocked pores from shaving.
What do warts actually look like (color)?
Flesh-colored or brown.
Could these symptoms be because i shave the shaft of my penis?
Yes.

There aren't any "tests" for warts--they are diagnosed by looking.  I advise you not to pick at the bumps and to show them to someone expert in wart diagnosis so you can know for sure and not worry.
