Growths on penis

I am 36 y/o male with no history of STDs.  Beginning of June and July of this year I was with 2 women.  I had uprotected sex with both.  I do know each of these women.  Two and a half weeks after the July encounter I shaved me penis and groin area, something I have done for the past three years now.  I noticed several skin colored hard bumps on my penis shaft.  Four at the base and two on the left side of my penis half way up the shaft.  I just shaved during the July 4th weekend and had no bumps.  Over the years I have had bumps appear and go away.  One time in took took two weeks for a bump to go away, but it did go away.  It was just like these bumps, but it was only one.  These bumps did not bleed when shave and feel hard to the touch.  They don't seem grouped together, just there in the area.  I thought they were in grown hairs but are still there.  Actually, one had grown a bit larger and the others have remained the same size.  I do have a mole on my shaft and thought it could be this.  The bumps are round and do not look like pictures I have seen of genital warts.  There is also no depression in the center that I can see.  I have tried to use a needle to pick at two of them, the two largest but it only bleeds a little.  No fluid, puss or hard substance comes out.  I did go to an STD clinic at the end of July.  The doc did HIV, the pee test for other STDs and did a visual examine of my entire groin area with a huge magnified mirror.  He stated they did not look like genital warts.  He said he saw depressions but also saw hair follicals inside the bumps.  So, he recommended I ask a Dermatogist's opinion.  He stated he thought it would be follicitis, molluscum or gential warts if the bumps were anything at all.  Since then no more have appeared but I am going crazy wondering what they are.  I think I am seeing other bumps on my shaft but they are not raised and hard like these.  I have tried a cream but nothing is really helping.  I would think a doc at an STD clinic would be able to tell if the bumps were warts, even in ealry stages, from just looking at them.  Am I wrong?  If molluscum, why have they not spread to other parts of my body?  I thought molloscum were easy to pop...not like a pimple, but at least something comes out.  Could these be moles?  I started in door tanning at the beginning of the years.  In March I decide to start tanning nude.  I am wondering if I tanned to much and my chest and back burnt, then my penis would have burned too.  This happened, but I felt nothing on my penis.  As for the STD test, everyhting came back negative to include HIV and Syphilis.  I wish I could post a picture of the bumps.  They look very similiar to molluscum but no depression and not as well defined like molluscum pictures I see on the internet.  As for warts, I have not seen any pictures of warts on the internet that look like these skin colored, round hard bumps on my penis.  When I say hard, I run my finger over them and they are hard.  It doesn't feel soft or they do not move....they or right on the skin and going no where.
