Had culture and blood test that came back negative.

I first noticed 2 bumps so intern i went to the doctor, he said it looked like cysts, so he did a herpes culture and sent me to get a syphilis blood test, both the tests came back negative. Since I mowed my fathers yard very hot and noticed a red rash along the whole underside of the shaft of my penis, so i went to the doctors and got a herpes type specific blood test done it aswell came back negative, i didnt shower this morning and noticed a defined red dot right underneath the head of my penis what could this be?
