HI,

With your history of shaving, this could be an irritation, infection, or  folliculitis. Folliculitis are  inflamed hair follicles which usually resolve on its own. In some cases, warm compresses and topical ointments may help. It is important to keep the area clean and dry. Avoid manipulating the lesions to prevent secondary infection. If it persists, have this evaluated further by your doctor for proper management.

Take care and keep us posted.

I would highly suggest not to put alcohol. If there is visible puss, it means is infected, but in such areas is better to allow the skin heal naturaly. I would say to wait some weeks and try to use a needle to pick out the in grown hair. DO not plug it out, because chances are that the hair will grow back in the direction it was going. allow some time for the sensible pores to gain their strength, and when shaving, do it in the direction the hairs grow

Hope my advice is helpful
