Hair loss of lower part of scrotum and perineal area

Its many years that i am suffering from minor hair loss in the lower part of my scrotum, perineal area and between the teticles and tighs. Its enough to cause a lot of dampness, stickiness, discomfort and itching. I also have low testostrone (around 200). Could the hormone be the cause of this? and if I do hormone therapy will the hair come back? Or whats gone is gone?
