Hand problems

My husband has had a problem with his hands for about and year in and a half now. His hands are very dry, tough and they continue to crack. There is no bleeding are itching but it hurts. During the winter it get's worst they become very dry and more painful. He went to a family doctor and he was given some cream called Hylira Lotion that cost him $150 and some cream called Triamcinolone Acetonide that didn't help his hands at all. If anyone has a clue to what this may be are what could help please let me know.
