Hanging moles

I have a tiny hanging mole on my neck, what are they caused by?? How can I get rid of them, is this considered a cosmetic procedure? and if so about how much does this cost. I'm so discusted by this, I find myself picking at it and afraid one day I will snap and cut it off myself.

PLEASE HELP!
