Help with a full body mystery rash on toddler!

My son has had a rash for the last 15 months. It started out small with a few spots located on his back and stomach. Over the last 15 months it has spread to his entire back, stomach, neck, arms,top of hands, inner thighs and the tops of the feet. We have seen 3 pediatricians, multiple dermatologists (including a pediatric) with no answers. We have done a bx and genetic testing and have tried a few steroid creams with no improvement. It has recently started spreading to his face including his forehead and his nose. I have pictures! If anyone has any ideas please help!
