Hives for weeks

My husband has had hives for 7 weeks and the doctor does not know what it is. It started on his stomach on the right side by the ribs and he did not have any bumbs only itching and he said it felt like something poking him. The next morning he had bumbs at that spot and some on the upper inner part of his arms that itched badly. It has been weeks and it is slowly spreading down his arms and his back of his legs and butt, and he does not have them on the front of his privates but on the lower part of the front leg. He is in alot of pain and it is getting worse every day. What could this be. Can he become allergic to something that he was not before like dogs we have two in the house that we have had for years.
