I cannot confirm anything without examination but it can be lichen nitidus or keratosis pilaris.
Lichen nitidus is characterized by 1-2 mm, discrete and uniform, shiny, flat-topped, pale flesh-colored or reddish-brown papules which are usually present on upper limbs and torso and may itch also. Generally no treatment is required as the condition is self limiting,but topical glucocorticoids may be tried. My sincere advice would be to consult a dermatologist and get this possibility evaluated.
