How do I know if I am allergic to chlorine?

We moved into an apartment about 2 weeks ago. We lived in a house with well water before this for 4 years. I grew up in the city and the water never bothered me. However, since moving to this apartment I have broke out with a rash all over my hands and it keeps spreading.

It is so itchy that I just can't stand it. The only thing that I can think of that has changed is the water. When I do the dishes it itches more. Anytime I touch the water to wash my hands or anything. It is mostly on my hands I think because I wash them and do dishes and so on much more frequently than I take showers. I am itching everywhere but it is highly visible on my hands and lower arms.  

The doctor said it looks like bed big bites but I have searched high and low for any sign of bed bugs. Nothing. We had bed bugs about 2 year ago so I know what to look for.

When the water here is turned on it smells so badly of bleach. Clearly it has a high concentration of chlorine. I have added a charcoal filter to the shower, but we just got it today so I don't know how much it will help.

I also have started steroids which seems to lessen the itchiness. The redness and swelling went down until I did the dishes. I also tried to take an antihistamine to help but it did nothing. Absolutely nothing.

I am at a loss. The doc doesn't want to listen to me that it isn't bed bugs. The water is hurting me. What do I do? How can I resolve this so I can live normally? We just signed a year lease and there is no way we can afford to move if they refuse to let us out of the lease.

I also cannot find much about this anywhere online. It is mostly referring to pool water and says to clean the chlorine off well. I can't exactly do that when it's our house water that has too much chlorine. I've called the water company and they don't add anything to the water after they receive it from the county. I highly doubt the county will change their process for one person.
