How long for lips protective barrier to return?

Hi I went like 4 months ago to a dermatologist she said that i broke my protective barrier of my lips because I have chelitis i damanged them with creams. My lips burn with the sun, wind, sun, eating anything and swell! They dont stop swelling! How long should it take for a normal persons lip barrier to come back? I know i need to cure my cheilitis befor i can get my barrier back. Also i can not put anything on them becasue they will swell more then the are, will my lips barrier come back without me putting anything on and how long?
