How long for my lip barrier to return?

Hi I went like 4 months ago to a dermatologist she said that i broke my protective barrier of my lips because I have chelitis i damanged them with creams. My lips burn with the sun, wind, sun, anything i eat and swell! They dont stop swelling! How long should it take for a normal persons lip barrier to come back? I know i need to cure my cheilitis befor i can get my barrier back. Also i can not put anything on them becasue they will swell more then the are will my lips barrier come back without me putting anything on and how long will it take?
