How to treat non-itchy rash?

My husband- age 56- has had a a few patches of non-itchy rash (reddish, bumps) on the back of a hand for a couple of months.  He has tried Cortaid, vaseline, keeping it dry...nothing seems to help.  

Sometimes it will appear to calm down, but it comes right back.  He now has about 4-5 of these places on his skin.

He is healthy and always has been very careful to wash his hands well and often after touching anything that might infect them much.

Any suggestions for treatment?  Irritating that it won't go away!
