Hyper-pigmentation

I have these dark brown spots and a bit of creamy white spots on my upper left arm. Similar kind of brown spots(only) are found on the left side of the body. i.e. few spots(4-5) on my left side stomach, few spots (5-8) on my left waist,and few spots (4-5) on my left leg calf. These spots are basically on the left side of the body. i had shown it to a dermatologist who said it was hyper-pigmentation, around 7-8yrs back  and he gave me a cream- No Marks. i applied it for 3 months but to no avail. its still there and its kind of embarrassing when the patches on my arm shows. Its quite a lot on the arm around 10-12 cms of the length of my upper arm. is there anything i can apply to reduce/lighten them?.

Without examination, confirmation of a diagnosis is tough, but it can be due to hyperpigmentation of the skin. This darkening occurs when an excess of melanin, the brown pigment that produces normal skin color, forms deposits in the skin.

Treatment involves hydroquinone, azelaic acid, corticosteroids, tretinoin cream and laser treatment. Please discuss these options with your dermatologist before using them.
