I would suggest that you have the skin scrapings assessed microscopically and KOH examination done just to ascertain that a fungal infection is not present .This will help you assess the condition objectively.
The scaling and the dryness may be suggestive of a fungal infection or eczema. Irritant dermatitis and contact dermatitis may be differentials here. Applying 1 % hydrocortisone over the area may help alleviate the skin condition.
