This is most probably a case of fooliculitis.Folliculitis is the inflammation of one or more hair folliclesFollicle development Follicle stimulating hormone Follicle stimulating hormone-ganirilex Fsh Hair follicle Hair follicle anatomy Hair follicle sebaceous gland. The condition may occur anywhere on the skin.
Folliculitis starts when hair follicles are damaged by friction from clothing, blockage of the follicle, shaving .In most cases of folliculitis, the damaged follicles are then infected with the bacteria Staphylococcus (staph).
Presents with rash (reddened skin area), pimples or pustules located around a hair follicle which may crust over.
Topical antibiotics such as mupirocin ointment can be applied to the area.

Herpes also presents with a rash bit they are fluid-filled blisters associates with a burning/tingling type of pain.
