I have tiny red bumps with even tinier small white center area at base of penis and on underside of the shaft of penis, There are only two as of now. At first there was just one bump and now there are two. They are painless and not lesions like herpes. And they are very small and not very noticeable but still concerning as I have never had anything like this this on my penis before.  Could they be an early form of something worse. I have had sex recently but only with a condom and I do masterbate 1 to 2 times daily.

Hello,
Without examination, confirmation of a diagnosis is tough but it can be folliculitis, contact dermatitis, rash due to friction rub with clothes, dermatitis (atopic, contact, allergic) or excessive sweating causing sweat dermatitis.
You may try calamine lotion on the rash. You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. You can also use a barrier cream with zinc oxide paste or calamine lotion or a mild steroid cream like dermacort on the rash. If the bumps are itchy, you  can take some antihistaminic like benadryl or Claritin.

If the lumps persist then it will be best to get it evaluated from a dermatologist.

Hope it helps.Take care and pls do keep me posted on how you are doing or if you have any additional doubts.Kind regards.
