Im am completely lost, what is this?

first of thanks in advance for any help. Ok, I am having a problem that has been with me for quite a while, as a matter of fact it has been there as long as I can remember. However I took notice to it more after sex (protected) with a questionable person. The problem is that the underside of my penis is what I would describe as sticky or moist. So much so that it sticks to my scrotum most of the day. My only relief seems to be talcum powder. What bothers me is that the area is also red where it's sticky and the skin seems to be shiny or glossy. Of course after the sexual encounter I got tested for STD's which came back negative which wasnt a shock since I used a condom. I also tested negative for herpes 12 weeks post exposure which was a relief. Either way this does not seem to be like anything I have been going crazy over trying to find information on. It's just a sticky red area. It doesn't burn itch or anything, but it is annoying. My main concern is an STD, but perhaps a fungus? I've tried hydrocortizone which didn't help and even tried some micatin for a few days but realized it didnt help either. I started thinking maybe this was normal, but why the stickyness? Also this is only a problem when my penis is flacid, when it's erect the problem is almost non existant except for the slight discoloration. When it's erect, it's more of a brownish color as opposed to red and shiny when it's flaccid and not really sticky. So what could this be? And STD? A FUNGUS? or is it normal? I doubt that it could be normal but I hope it is. I have put my sex life on hold due to this. The redness is from the base of the underside of my penis and gets thinner as it goes up to just under the underside tip. I hope this makes sense, I hope it's nothing too bad and it can be treated. So to sum it up, an area on the underside of my penis looks shiny and red at its flaccid state and is sticky. (not the case when erect) at times it produces a slight sweaty fishy odor. But nothing that I would thing was a problem. I guess that's it, hopefully I explained enough. Thanks again for any help you can provide doc as I am stumped. Have a great day.

It does not sound like herpes or an STD or a fungus.  It does sound like a moist form of eczema.  The brown color is probably secondary to chronic irritation.  I think you should have the condition properly diagnosed and treated, both to reassure you and to let you not have to deal with the stickiness.  Meantime, just keep the skin clean and dry, but don't rub too hard.
