Infant skin problems

I have a son,he was born three months ago with jaundice. The NICU treated the jaundice with an blue light. Which the jaundice went away. Now his skin look, like he have a really bad sunburn. It peels like a sunburn and itches like one. I took him to his pediatrican. They don't have a clue what it may be. I've tried Eucerin:Plus body creme and calming creme. I've tried Baby Aveeno. They don't work at all. In the cracks of his arms and legs are red and the rest of the skin is flaky and dark looking. My family history haven't had any thing like this, neither have my husbands' side. Othewise, what I'm trying to ask is do you know what the cause my be? Do you think the bilirubin lights had any thing to do with it? The town that I live in they are not advanced at all. I just don't think they know what they are doing. I don't want my child to suffer. I have two other children. They never went through this. My son( with this condition)suffers from this every time I have to bathe him. It gets so irretated. I don't know what it is. I just would like to know. So I could get something done about it. I just want whats best for my child.
