Inflamed follicle on lower penis shaft?

About 2 months ago I shaved the the lower shaft of my penis and scrotum. Within a week, as the hair started to grow back, I noticed a red bump appearing on the lower right side of the shaft, about 1 inch above the base. I thought it was an inflamed follicle, but then a hair appeared from the center and has been growing out of it ever since. The bump, however, has persisted and seems to have a smallish white tip where the hair has emerged. It's about half the size of a small pea, seems quite hard but doesn't hurt.

What causes me some anxiety is that I had protected sex once about 2 months before the shaving incident, and although I wore a condom this bump is located right below where the end of the condom might have slipped if it moved during sex. My worry is about the possibility of HPV, although admittedly this bump doesn't resemble in any way the pictures of genital warts that I've seen. Plus there's only the one, and my understanding is that genital warts usually come in multiples. I have tested negative for HSV in the last month.

Should I be concerned about the possibility of HPV, and if not, should I be concerned about how long this growth has been hanging around? Do inflamed follicles last this long, even after a hair has emerged?

This sounds like a follicle, not a wart.  Leave it alone and show it to a doctor in 1 month if it's still there.  Inflamed follciles can last that long.
