Ingrown Hairs? Laser Hair Removal?

I really don't know how to characterize this, I have bumps growing on the back of my head that look like small cysts. I have pics if you want. I went to the doctor who has yet to set me up with a dermatologist. I thought that it was ingrown hair because it's hereditary, but when I've had people try to get the hair out, they tell me they don't see any. I've used different types of ingrown hair, razor bum removal creams. Nothing seems to work for back there. I'm so scared there's nothing I can do, I've seen men and the back of there heads where this problem persists for years. I do not want that for myself, I don't know what to do, if surgically removing them is the answer or laser hair removal. idk. Someone help please.
