Ingrown Scalp hairs?

I have many small bumps on my scalp. I know that they are ingrown hairs but, I dont know what I can do to treat them. It feels like spiders crwaling around under my skin and I some times have dreams that I am cutting them out. But that could be due to the surgeries that I had while I was in the military. They look like pimples but ounce I pop them I have to pull out the hair inside. Sometimes if I don't get the hair out I get huge welts on my head and face. I don't know what to do. I have atleast 50 or more bumps that are always bleeding or have puss coming out of them. Please help. Im going crazy
