Irrated Skin on penis? Help

Okay so I recently diagnosed with jock itch and used this cream they told me to use. Now today after I worked out I went to put the cream and I say that my penis looked irrated and "shriveled". It also looks like it has tiny cuts. I have never had sex! Im scared what can it be? Another bacteria thus should I see a doctor. Yes I'm teen
