Irritation on rim of penis

About a week ago, I noticed an irritated area on the rim on the head of my penis.  I'm not sure, but I think it came from running.  It seemed to heal, but under light I can still see the outline of the area that was irritated.  It looks like some skin had peeled off that area.  That little area appears to be smooth in texture in contrast to the area surrounding it.

My questions are:
(1)Should I treat this with anything to prevent infection or scarring?  (I have put some bacitracin on it.)

(2)Should I be concerned about being more vulnerable to STDs or other maladies that might be transmitted through oral sex?

(3)Should I even be worried about this at all?

I have what looks like a skin irritation on the head of penis...bottom half of the head and a little of the skin beneath the head.  It has a shiny or glossy look to it when the penis is erect. It is different in color.  It does not hurt but does make the head more sensative than normal and making problems with premature ejaculation.  I have been to two doctors and had two blood tests and have no stds.   I also had a biopsy and no cancer.  Tests say it is a skin irritation.  I am listing the follow creams that have been given to me and none so far have cleared it up.  Betamethasone, Mupirocin or Bactroban, Naftin, Fluocinonide, Cloderm.  Any idea what I might suggest to the doctor for him to test for?  I have not been sexually active for sometime before this showed up and have not been since it showed up except once and that is when I noticed how sensative it had become.

No, no, and no.

Redness last a while after irritation goes away.  The less you do with it, the faster it goes away.  It won't scar.  Wear loose clothing when you run...
