Is It eczema

My daughter has been to see a dermatologist twicw and he has diagonosed her with eczema.  She has bumps all over her body from her arms, legs, buttocks, fingers and on her face.  The cream that was prescribed works and then the bumps return.  The bumps on her face , she has to used a different kind of cream.  He also said that it was viral.  Could this be something else.  The bumps are now appearing on places that they were not before.  This is becoming very serious and my daughter is scratching all over.
