Is Jolen (bleaching cream) safe to use on breasts?

Hello,
From my previous posts, you would probably realise that I have so many issues with body hair. After finding no solutions to my dark hair, I tried bleaching. Although it didn't cure the problem, it sure helped! As I have very dark hair over body, it is very visible. And being a women naturally I want to reduce this. I have been using a hair bleach named "Jolen" over my body. The packet states it is safe to use on upper lip, chin, tummy, arms and toes. However, no where on the box it says you can or cannot use on breasts.. So, is bleaching safe in use of this area, and should I try a patch test in this area? Or shall I avoid it altogether? Lastly, is there other methods I could try but laser and waxing in this area?
