Is This Cheilitis?

I have experienced a mild form of eczema on my lips for some time now.  I was treating it with Protopic
ointment.  It seemed to work for a while,  as long as I was using it every day. However my question involves the inner part of my bottom and upper lip. It forms a rough whitish skin that compels me to bite at it or pick at it. Is this rough white skin (that appears to be dead skin by the way) part of the eczema that is affecting the part of my lips on the inside of my mouth?  And if so, I should I expect to treat it?  Should I try to treat it with Protopic?

My lips were like this whilst I was taking Accutane. I highly recommend Elizabeth Arden 8 hour cream, it is much more effective than Vaseline or other preparations for dry lips.
