Is it fungus?

Several years ago I was told by a dermatologist that I have dyshidrotic eczema and was given a topical steroid cream that worked great. I used that one tube for about 10 years until it ran out. Now theres no dermatologist where I live so I told my doctor I needed some more of that type of medication. Well he decided It was too powerful for me and now I've been stuck with a rash for the last 2 years.I also have an itchy upper lip as well for the past 2 years. My question is can a fungus cause eczema? I tried putting Lotrimin on it and it appears to be getting better. I don't see any new blisters forming but it is still very dry. If this is a fungus should I treat internally or would it just affect the skin?

From the symptoms it looks like eczema. But to rule out any fungal infection you can get a fungal KOH examination or a fungal culture of the skin scrapings done. Biopsy of the skin will also be useful.
