Is this a rash or eczema or an allergy ?

Please help me find a solution!
These conditions drive me crazy !
The itchiness started just below my hairline on my neck about two months ago. There was no rash, only the skin itself was very itchy. But in a couple weeks it spread to my elbows, still very mild, but very itchy. Later it developed into a rash, and even though it disappeared from my arms it "moved" to my knees. Then it spread to my upper legs, up until my bottom. It also turned very bumpy, looking like poison ivy or  moskito bite, especially as i scratch it, it becomes red and very itchy.
Unfortunately it even showed up on my stomach, under the belly button until the bikini line, looking like a million little tiny bumps, not red, but very dry.
My doctor gave me a steroid shot about 5 weeks ago, no change. Then he prescribed Allegra 180 3 weeks ago, but it only made me drowsy and the symptoms had not improved at all, so i stopped taking it. I have also been using hydrcortisol and other creams but they only last for about an hour or two and then the itchiness comes back. According to the doctor i possibly have an allergic reaction to something that i eat.
However, i was looking at eczema pictures and my "bumps" are not similar to them, they look a lot milder. Is it possible that they are just an allergy caused rash?
I have not eaten anything unusual, or used any new soap, shampoo, or parfume; and i never had allergies to anything in my life.I hardly go outdoors , i can not have poison ivy. So where are they coming from?
Can i spread them on my body by scratching them ? Or how do they show up on different places?
I have been avoiding seafood, nuts, strawberries, and tomatoes the common triggers as i was told.
Its been almost three months and i need to know what am i suffering from!
I also have read that stress can cause ezcema (eczema). As i think of it , the itchiness started just before my graduation from college, and i have been worrying ever since about paperworks that i have no control of.
Is it possible that stress causes that incredible itchiness??
Is it ever going to go away?
How can i stop scratching?
Why is tanning at a salon or on the beach worsen these symptoms?
What should i do next?

Please help me, because this itchiness drives me crazy.
And the fact , that i don't know what this is or why i have it- even more..

You don't need to be scared.  What you need is a proper diagnosis, not a steroid shot.  Your description does not sound like eczema to me.  One possibility is scabies, which is caused by an itch mite.  If so, a sexual partner or close family memeber should be itching too.  If they aren't, then it probably is something else, perhaps folliculitis.

But what's the point of my speculating?  All your questions can be answered, but only when you get a specific diagnosis.  This involves seeing a skin doctor.  Please do.  We're not scary.
