Is this fungus related?

I have a small red spot on the top of my lip maybe a half inch wide and beneath the lip has swelled just a bit to some type of ulcer or lesion but no pain whatsoever. on the red portion you can see if you look real close a few pin size white pimples that never seem to come to the surface. the ulcer or lesion scabs, but no fluid release, seem to get smaller and then scabs again all without any pain. The upper lip also has the appearance of white patches all the way around the lip, which seems to look like some type of fungus.

Two doctors have looked at my lip and one says it's herpes and the other says he does not think it's herpes and has no clue what it might be. My bottom lip is also completely chapped.

I took Doxycyline HYC "2 pills" for the first time during the day and later that night noticed the condition above. Could it possibly be an allergic reaction?

No, it isn't fungus or an allergy.  Herpes is possible, but not likely from your description.  Are you squeezing the spot and examining it very closely?  If so, then you need to stop doing that.  My suggestion is that you ignore your lip and absolutely and completely leave it alone for one month. Then show the doctor.  The "few pin size white pimples that never seem to come to the surface" are oil glands that are common on the lip and belong there.
