Is this granular annulary?

Hello, about 15 years ago out of nowhere I had these horrible, non itchy rashes on my legs and arms that were like a hardening of the skin, and was biopsied as being grannular annulary. I was told there was no cure, not contagious, ect. They eventually all but disappeared, very hard to notice at all now. I have for the past few years been getting on my left upper buttock, almost the hip area a similar rash that is itchy, and depending on what I treat it with, (campho, cortizone, rubbing alcohol, ect.) it looks different with each treatment, but is basically red, with blister looking things, or just solid red and swollen, the tanning booth almost always brings one, over medicating with pain pills, I have shown it to many doctors, none have ever had an answer. In my own research I see that sometimes herpes is like that, but this is no where near my genital area, and I've never had anything in that area. Please help!
