Sorry, this is a repost because I have a picture now.  I accidentally posted this in the wrong section to on my first repost. I really wish there was an edit feature or delete even.

I have a raised bump on my arm that has been there for years.  I first noticed it a few weeks after I started shaving my arms.  I figured it would go away, but it never did.  It's there for approximately four years.  I cannot remember whether it developed into what it is today or what.  All I know is I finally want to get rid of it.

It's approximately 0.5 cm in diameter.  It's slightly raised (about the height of a pimple or even less).  The middle is a pink color and it feels very smooth (almost like a scar would feel).  It is surrounded by a barely noticeable white edge.  The thing is...I can scratch it and it kind of flakes off like a scab (Yes I know I probably shouldn't be doing that ).  It just goes back the way it is though a few days later or with time.  When I do scratch it or remove the top layer, it looks like where a wound had occurred (even though it doesn't bleed).

I think I just found a picture of the closest thing resembling it, but it doesn't quite look like it exactly.  It was a picture of solar (actinic) keratosis.  Most of these pictures though have big clusters of these lesions, but I only have one on my arm.   Is the starting to shave the arm just a coincidence this developed?

Let me know what you think and if I'm possibly correct.
