Is this really fungus

Hello, I am writing this in concern for my fiancee.  He is a 32 year old african american, and has been developing redish/whitish bumps under his skin.  they started off on his arms and has spread over most of his body-including the genital region.  They are not raised, and do not seem to bother him. They appear in clusters of approx.10, and he has maybe 15 clusters over his body. He saw a GP, and they said it was a fungus, possibly from laundry or sheets, etc...He has also worked with concrete in the past, and the GP mentioned that this is particularly harmful to skin.  If this was from the concrete, I do not believe it would appear in the genital area.  Nobody else in the house has these or any other rashes/bumps. A few months ago he had similiar bumps on his penis only, and he applied lortisone cream until they cleared up. This time they started off on his arms.  What is this, and why might he be breaking out with them??  Other thatn the time mentioned he has never had them in the past. He is in the middle of a lapse in his insurance, and we would appeciate any provided information.  Thank You for your time.

The diagnosis your fiancee got was incoherent: "Fungus" from laundry sheets?  From concrete?  I don't think so.

I'm honestly not sure what these bumps are, though they dpn't sound very serious.  (Serious or contagious things don't come and go here and there and respond to creams.)

For diagnosis I think he'll need to see a skin doctor.  Perhaps knowing what's going on would be worth one visit.
