Is this scabies

A doctor he thoughtI had scabies, but I don't have the pimples, blisters or scabs, and it is not on my hands feet or private area, and I hope he is wrong! MY SYMPTOMS: My neck started itching one day, and then as the day progressed my arms would itch in different places. I would get bumps like mesquito's bit me where ever I scratched, it has been a week and my arms look like I have been bit in 100's of places on them. I itch bad all the time on my arms, but not on my hands, legs, or feet, or arm pits, or privates, my arms look awful, but I have no scabs, the bumps flare up and go back down. The itching is day and night. Doesn't this sound more like hives?
