Itching pubic region and sensitive pubic hair

I've been experiencing itching around my scrotum, the base of my penis, and around the general pubic area since around October...  It started off as a general itch, but every now-and-then it gets kind of uncomfortable and there are little... "pinching" sensations that crop up every now and then along with high sensitivity around the base of my pubic hairs.  I talked about this with a doctor when I got my regular STD-tests, and they didn't see anything related to an STD.  I tried hydrocortisone cream, and it only slightly relieves it.  I do shave my pubic region around once a month or so, and about the time I last shaved I switched from a specialty shaving cream I started using over the summer back to the usual gillette cream I used to use about when it started.  I just think that if it was a reaction to the shaving cream then it would've stopped by now.  Any thoughts/suggestions how to stop the itching?

hi,i am a 21yr old Nigerian girl.I have really coarse pubic and armpit hairs.        Everytime I shave my pubic hair I get serious itchy and scratchy rashes that can sometimes lead to small boils. I've stopped shaving my pubic hair completely, I now use scissors to trim it down.I don't like this.I feel shy anytime I have to remove my cloths in front of other people. Please, is there any solution for these irritations and rashes? If there are could you tell me so that they would stop?thanks

Shave in a warm shower or bath and use a new razor each time with a good quality shaving gel, such as King of Shaves.
