Itchy Bumps around the eyes that goes on and off

Hi, i'm a 23 year old girl who lives in singapore. A few weeks ago, after a few hours from dinner I developed some itchy bumps that look like bites from mosquitoes around both of my eyes.
I don't put any make up or any powder at all. This ithcy bumps came again yesterday while in the office and until today I still have them. They come and go, very itchy and it makes me look like I've been crying for ages.
Please help, i don't know what this is. Is it just some allergy?
