Itchy Rash on Scrotum & Inner Thigh

This past week, I started developing a rash on my scrotum and inner thigh. I am not sure if it was jock itch since I've had jock itch before, but it never looked like this.  I haven't had any type of sexual contact with anyone in over two years.  One night, I started itching really bad on the scrotum area.  When I observed myself the next morning, I noticed that small bumps where on my scrotum, but it seemed as though these bumps were just red and enlarged from where the hair grows on the scrotum.  So it didn't seem like new bumps developed, but it seemed as thought the wrinkles on the scrotum were red, itchy and enlarged.  It's not all over the scrotum though.  The itch started from the back side of the scrotum near the anus and the rash/redness is on the left side.  But the other side of the scrotum is fine and there are no bumps there.  There is nothing on my penis either.  Small patches of bumps started forming on both inner thighs.  They are small red bumps, but they are together in a small patch.

Could this be eczema?  A severe form of Jock itch?  A bacterial or yeast infection? I've been using Lotrimin (jock itch medication) on it the past few days.  It seems to relieve most of the itchiness, but not 100%.  It also gets really itchy at late night or early morning.  There is no bleeding as of yet or any liquid or puss.  

Here's a couple of things you should also know.  A few days before, I went to get a massage and I was thinking that the sheets could have been dirty.  But the night when the itch really started bad, I wore a pair of shorts that I just bought, but did not wash them first.
