Itchy and Rash on groin area

For last 3 months I've Itchy and white rashes on groin area,also very itchy in the head.My primary care physician gave cream (Clotrimazole , Betamethasone and Dipropionate), It got controlled and repeated in one week.White patches change the color when I apply moisturize cream.My recent complete Urine analysis report came normal. Itchy is horrible, impacting my work life.Can some help me to understand what is happening?
Iam hypopthyroid patient and also have fyabromyalgia.

I visited Dermatologist, prescribed econazole but It's not helping.Dr mentioned it is yeast infection.
I'm using cream daily twice but not helping.My blood reports are normal except a1c (5.7) and glucose(103) with fasting.
Not sure what else is causing for my itchy and white patches issue.
Pls help me what to do next.
