Itchy bumps on legs

I have these little (pimple like) bumps on my thighs (they are mostly on the back of my thighs usually) They come and go, they kind of look like little pimples...but can't pop them and sometimes they're itchy. I don't think they're anything serious since they come and go. Could they possibly be from shaving? They are only on my thighs...no other area, so I don't think it's an allergy to my soap or lotion. If anyone knows what they are, do you have any idea how to get rid of them...they're kind of ugly. I tried to scratch one of them off and it just left a little scar, and I don't want that.
